Allow tool margin size to be specified in percentage coordinates

Several errors are noted when I change window sizes (maximized to not-maximized): 1) the LegendTool size does not change in proportion to the chart to which it is pinned, 2) placement with respect to the chart is distorted, and 3) titles become cut off and don't wrap. I've included images (both maximized and not-maximized).

We don't support pinning a window to another window right now. It's actually pinning it to the desktop in that position, and in that respect, it does behave correctly because it uses percentage coordinates. The margins do not use percentage coordinates -- is that what you want to do?

We should go with to percentage coordinates, if that's what it will take to stablize these visualizations (i.e., make look right), since users are going to routinely view these items when maximized and in different window sizes. As it is now, the distortions are very distracting.

When I change the Tool margin wrapping does occur. However, when I go from maximized to a reduced window setting, the title gets cut off and does not fully display, no matter how large I make the margin. Is this due to not having the percentage coordinates or is this a bug?
