Update VisApplication to have an optional collaboration chat at the bottom, separated from the VisDesktop using a VDividedBox.
When no collaboration is active, the VDividedBox divider should not show at all.
Store the collab connection info in WeaveProperties (server ip and room name, but not username or password).
Add a menu item for opening up the collaboration tool (displaying it at the bottom of the screen).

- Priority changed from Normal to High
- Complexity set to Low
- OIC Priority set to No
It's important to separate the chat from the Weave workspace so the chat does not obscure any visualizations. All we have to do is put the CollaborationTool window below the Weave workspace and hide the window borders (or make it so it is no longer a DraggablePanel). (CollaborationTool.mxml)
